Username and password have nothing to do with OAuth2 though? If you were using 
OAuth2 you wouldn't give those to JOSM but instead you would be directed to the 
web site to login and get a token for JOSM.

You will to register an OAuth2 client in your local copy of the web site and 
then give JOSM the client ID and key - how you do that is something you will 
need to ask the JOSM developers about if you don't already know.
