Instead of hardcoding formats, I have added a new attribute "formats" to
layers.yml, and disable non-supported formats in the select options:

Then there's a bit of logic to select a non-disabled option, after options have
been updated. This is relevant when switching from Mapnik to Thunderforest,
while having a non-PNG format still selected.
