This was raised in
https://github.com/openstreetmap/openstreetmap-website/issues/3311 but perhaps
useful to keep as an individual specific feature request.
If the site maintainers don't want to maintain the text for each layer, perhaps
the info button could instead just link to a wiki page for each layer which the
community can then update (in theory)?
