I believe the intent of the suggestion here is fairly obvious without
prescribing precise technical details? I didn't bother looking into the
changeset page source to see if there's a defined anchor id for the discussion
section (looks like there isn't, now that I have).
That could be created and directly linking to that would maybe be better
(although realistically the changeset info before the discussion section is
short enough that the discussion section will likely already be visible in any
case).
