### How to reproduce the issue?
See JOSM ticket https://josm.openstreetmap.de/ticket/24446 for full details. It
seems the API does not count Unicode point U+E0020 as a character and thus the
changeset comment https://www.openstreetmap.org/changeset/167608541 exceeds the
limit of 255 characters by 4 and has 259 characters, which then again causes
issues in JOSM changeset handler.
