### Problem
Map notes are a common form of abuse. Some heuristics could be applied to
"score" a note and bring it to the attention of moderators.
### Description
Create a "spam score" that applies to notes, similar to the one used for users
(see
[`app/models/user.rb`](https://github.com/openstreetmap/openstreetmap-website/blob/b715c12a0aae54631addfff1b93600e0337df3d3/app/models/user.rb#L383)).
Some known telltales are:
- Recent or anonymous account
- The note starts with the username
- Random numbers, references, or simple keymashes
- Very short text
- Repeated identical notes
- A large influx of notes in a small area
