I think it's fair to validate this from the legal side, but as it stands a 
users map edit contributions aren't removed/deleted upon account deletion 
(users can't even delete their own contributions, and even admins can't really 
delete, only redact) so I'm not sure how a note comment contribution would be 
different to  a map edit contribution.

I saw in one of the other issues there is (or proposed to be) a distinction 
between self-deletion and admin hide/deletion of accounts, so perhaps admins 
could have a toggle to hide all note comments or not during an admin invoked 
account hide/delete, and self-deletion would either still retain all their 
comments or show up to others as hidden comments from a deleted account.
