@simonpoole it would help if you explain the *why* here, not just state "should 
not"! Particularly because the "bottom" of the linked issue will change any 
time someone comments.

`https://example.com/foo;http://example.com/bar` is a valid url, with the path 
`/foo;http://example.com/bar`

Is this what you mean?
