To elaborate, Translatewiki.net maintains a configuration for each of the 
projects they host. This configuration includes the minimum translation 
threshold. I don’t know if they’re able to make exceptions for certain 
languages like indigenous languages. To check with them, you can post a message 
on https://translatewiki.net/wiki/Support, linking to this discussion. It may 
eventually require a ticket on Wikimedia’s Phabricator instance.

#6641 tracks separating these strings from the main website strings.
