HarelM created an issue (openstreetmap/openstreetmap-website#6778)

### Problem

We've just got a report from a user that was unable to create an account in OSM 
(we are using OSM as our identity provider).
When I checked with the user I found out that they were using a VPN (for good 
reasons I must say), but they were not able to create an account.

### Description

I think it would be beneficial to improve the error message on the sign-up 
screen to say that you need to turn off your VPN in order to sign up, or simply 
support this VPN use case.

More information on how to reproduce (What I did locally):
1. Sign up for the free plan in https://protonvpn.com/
2. Download the chrome extension
3. Enable the VPN
4. Go to Open Street Map and try to sign up.
