Assuming that https://github.com/openstreetmap/openstreetmap-website/pull/6713
is merged, moderators will need a way to define moderation zones.
We will need a CRUD interface, accessible only by moderators, where moderation
zones can be drawn on a map.
Since we are slowly [moving from Leaflet to MapLibre GL
JS](https://github.com/openstreetmap/openstreetmap-website/issues/6234), we
will probably want something that works with MapLibre. An option that was
circulated was https://terradraw.io/, but others are available.
