gravitystorm created an issue (openstreetmap/openstreetmap-website#6822)

 all actions were disabled for all pushes, unless the push is to the `master` 
branch. There's no indication in the commit message as to why this was changed.

It affects all branches on all forks, and it means that if I make a feature 
branch, the actions don't run on that branch. This means I have no idea whether 
CI will pass until after I make a pull request, and then I need to keep 
force-pushing against the live PR until everything is successful.

@tomhughes what was that commit trying to solve? Is there any way that we can 
re-enable actions for feature branches please?
