I don't understand how this is supposed to work...
How does it know what keys have moved? It seems to just be listing all keys
that are missing, but that will always include a load of things?
Then how is it supposed to block anything? Expecting me to remember to run it
manually is probably not going to fly so we'd probably want to have it run from
a hook on git.osm.org and block pushes to the live tag but that will be tricky
for something that requires spinning up an entire rails environment.
