I would need some *extremely* strong persuasion to base anything like this on 
preferred language (whether that's from the browser headers or via the user 
preferences). 

The concept of mixing up preferred language and country-specific functionality 
is frustrating for anyone who speaks something other than the country-dominant 
language (ask me how I know). This muddle is common in many parts of the 
Internet and I don't want to see that happening here.

For example, let's imagine a native German speaker, who also speaks Italian, is 
resident in Italy and is a taxpayer and wants to support their local chapter. 
They should see the banner.

I would much rather show the banner about the local chapter to everyone in 
Italy, rather than exclude everyone who lives in Italy but speaks a different 
language. The local chapter is for everyone who lives in the country, not just 
for speakers of a particular language.
