Well 5fa16f182176f09b68e2ef8b48d206dcf028ac23 was the immediate fix for that
but then we had failures here for anything that loads the rails environment,
presumably because `ruby-vips` is now loaded preactively by bundler rather than
reactively when `image_processing` wants to use it?
