After the merge of
https://github.com/openstreetmap/openstreetmap-website/pull/6713, we have a
situation where a user may try to leave a note, but the area is under a
moderation zone, they are not authenticated, and submission will fail.
Potentially a significant waste of time.
The task: make sure that the web UI alerts users if they are trying to place a
forbidden note.
This may or may not use the API described at
https://github.com/openstreetmap/openstreetmap-website/issues/6794
