1ec5 created an issue (openstreetmap/openstreetmap-website#7117)

Administrators have access to some sensitive information about users, such as 
their e-mail addresses. Over time, as we give more people access to these tools 
(for example by giving moderators access to it), there’s a potential increased 
risk from account compromises or honest mistakes. An audit log built into the 
site would allow us to track the use of privileged tools without having to 
rummage through server logs. For example, it could track user suspension 
actions or views of IP addresses through the user list. (Tracking IP address 
views would only be meaningful if we move that information out of the default 
user profile view for administrators: #7116.)
