Currently, a user can "mute" another user. This is to help preventing 
harassment.

The exact mechanism involves storing the "muted" messages under a separate tab, 
labelled "Muted messages". Users can decide whether to read them or not, and 
they don't count as unread messages (thus not making the red badge appear next 
to the user display name).

Notifications can also be a harassment vector. Eg: leaving messages on 
changesets, knowing that the target user will receive them. Therefore mutes 
should also be taken into account when delivering notifications.

Problem: what should the mechanism be? A "separate inbox" like used in private 
messages might not be feasible here. Or yes, I don't know. To consider.
