### How to reproduce the issue?
While or after server is under heavy load, server may return 503 error
Neither 'Server is under heavy load' is shown (the first time querying this
location it was but the second time it was not), nor an empty page with a
generic empty 503 message.
Instead, an empty left sidebar is shown, with no indication there is 503 error.
