Building this from scratch seems a bit repetitive - you could easily
customize BrowserCMS or adva-cms for this; a podcast would be a custom
content type, or perhaps it would be okay left as an attachment on a
page. Then you'd simply use some sort of player at the front, if you
wanted to go that far.
