Depends on what you are after though - they both offer different services. Smaller sites probably aren't going to need bare metal machines, and the management overhead involved.

hosting provider that understand Rails specifically, and provides 24x7

EngineYard is an obvious answer, and Heroku seems a reasonable choice
too (though I'm not sure about the support).  From that point, I'm not
sure.

Thoughts?
