You might want to bring someone in who has experience with IPTV. Your  
Rails application would output object tags pointing to the reference  
movies, which in turn would point to your H.264 RTSP/RTP streams.  
That's the easy part.

You're still going to need the tech. for transcoding, preparing and  
serving the streams, such as ffmpeg, VLC-server, Darwin Streaming  
Server etc. It takes quite a while to get up-to-speed with everything  
on the market, and a considerable amount of time to build the backend  
solution. I'd say your best bet would be to use a service like Akamai,  
who will handle RTSP streaming for you.

One Sydney Rails guy you should get in contact with is Rex Chung of  
Ankoder (www.ankoder.com). He just recently launched a hosted video  
conversion tool which could potentially form some part of the solution  
you're working on.
