Hi,
I have to say that I no longer use Textmate, but rather make use of the
JetBrains RubyMine IDE. Which can do both of the points you mention below. The
IDE is written in Java so you do occasionally see the SPOD, but never for doing
reformats or refactoring, or at least thats not my experience. They have also
recently released version 2 of the IDE which has added a whole host of new
features. Take a look at the website, try the demo, having come from a Netbeans
background, you may prefer this.

I also spend a lot of times going between the Windows and Mac platforms and
even though you have Textmate clones on Windows, I found using RubyMine a
better option for that.
