Alex from Brown beagle in Perth has setup http://RailsJobs.In/

Its a hard one to address as a recruiter or a company will always go
to the central location of communication, hits a wider audience and
for them its a targeted approach, especially when it comes to smaller
communities.

I tend to just pick up the phone but that's just me.

Maybe a separate list can be made where someone moderates it and rules
of engagement are clearly outlined.

Easy to maintain and its not spamming the oceania list?
