My feeling is that this should be fixed in Ruby itself. Ruby 1.9's encoding features are an absolute pain in the arse, to the point where we're likely to need libraries to monkey patch it so that it's usable again (as was the case with ActiveSupport::Multibyte with Ruby 1.8.6).
