Hi Alex, If you're going to be using Heroku you could check out Moonshado - http://www.moonshado.com They've got their Heroku Add-on in beta at the moment (http://addons.heroku.com/moonshadosms) which apparently will support international sms when it's in full version.
I've been using their api directly (not through the Heroku gateway) for a while to deliver AU and international sms and it's been great.
