Hi Jeff. Great question for a newbe. You have dived in at a time when even experienced developers are questioning the need to upgrade their apps that have Rails 2.x dependancies. If you browse http://www.railsplugins.org/ you can see if they are Rails 3 compatible versions of gems or plugins you may want to use.
I'd suggest using Rails 3. The compatibility list looks pretty good. You should find a Rails 3 version of what you need. I'll let the DB experts answer the second question.
