I tried with other rubies, but had the same issue. I think I've resolved it by doing "sudo mv /users /Users".
Still not sure why it happened at all. The only thing I can think of is that in the past while doing and OS reinstall I may have copied the Users directory onto a non-HFS+ filesystem and then back.
