EC2 isn't cheap. I have some wordpress crap on http://www.bluehost.com/ - their cpanel has some ruby-on-rails thing but i haven't played with it yet. They're really cheap if it works.
I keep most of my rails apps on slicehost.com which is cheap but you need to know how to build your own box from scratch. That's pretty easy these days with moonshine, chef, etc. though. They (like EC2 and Heroku) allow you to upscale and downscale on the fly with a click of the button, test, and roll back if needed.
