Don't Make me Think is a very good starting point. The Design of Everyday Things by Donald Norman is a classic design book, highly recommended.
I don't know of any rails specific ones, and I don't think you would want to read one anyway. Design, interaction design and user experience stuff is (for the most part) technology independent.
