Hmm, all i can see re lottery for tickets is a 64 email thread from April 10, where there were 2 emails discussing lottery as an option. One saying "we could do a lottery", and the next saying "no, lotteries suck". Not exactly a resolved topic.
And that was for a camp where tickets sold out in 4 hours. They sold out in a fraction of that this time.
