As a rough guide, I'd think it would be better to connect with your 
audience on another platform—Perhaps make your own meetup?
Otherwise, if its a commercial event, I'd attend an actual Ruby meetup in 
your local area (or contact someone who runs one) and announce the event 
there. 

Its a subtle difference, but events that are 'blindly' posted here probably 
won't get much response anyway. 

This is totally personal opinion, and performance may vary… but thats what 
I think anwyay. :-)
