The bug tracker is at http://dev.rubyonrails.org/ And, I feel your pain. I've submitted patches for 5 bugs and commented on nearly every ticket concerning Prototype in the tracker, but I've not seen hide nor hair from the "devs". Disappointing, to say the least.
