1. The openssl wrapper should be capable of providing the thumprint of an X509
certificate.
2. The OMXMLSecuirty library should be able to attach SecurityTokenReferences
based on above.
3. The Rampart/C should be able to process security policies an identify when
to use Thumbprints.
