Improve logging

We have to improve Rampart logging capabilities where we can define different
logging categories (For exampleAxis1.x categories are here [1]).
Initially we can go for the following categories:
org.apache.rampart.TIME : Log that records different times taken for producing
and processing secured messages
org.apache.rampart.MESSAGE : Log that logs the message before and after
performing security actions
if anyone can think of any other useful categories please comment.
