I ran your policy file through a test. It passed the TestCase when I
edited the EncryptedParts element as follows.

xmlns:sp="http://schemas.xmlsoap.org/ws/2005/07/securitypolicy";>
        <sp:Header sp:Name="UsernameToken"
sp:Namespace="http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-secext-1.0.xsd"/>
                        </sp:EncryptedParts>
