To use rampart we will have to copy all those dependent jars to the main axis2 classpath all the time (Because the callback handler impl will have to be supplied by a service and the WSPasswordCallback interface required wss4j etc.). Therefore there's no need to make the rampart.mar and rahas.mar unnecessarily big.
