These are the complete files. Just make sure you have the librarie from
the Rampart lib
folder on your classpath and you should be fine.

The rampart-1.2.mar contains only 4 files (module.xml, pom.xml,
pom.properties, manifest.mf). The same with rahas-1.2.mar. 

Any pointers to links that contain the complete file(s) ?

This is intentional!
To use rampart we will have to copy all those dependent jars to the main
axis2 classpath all the time (Because the callback handler impl will
have to be supplied by a service and the WSPasswordCallback interface
required wss4j etc.).
Therefore there's no need to make the rampart.mar and rahas.mar
unnecessarily big.
