Some minor nits are the NOTICE files are missing the top lines:
Apache [PRODUCT_NAME]
Copyright [yyyy] The Apache Software Foundation
the comment in the "===" box in the NOTICE files should be removed and the
src distro should really have the LICENSE and NOTICE files in top level of
the distro. Not blockers though so these can be fixed next time.
