According to the manual, the OP Counsel is supposed to help with planning, funding, public relations, and other administrative type stuff. The counsel's job is to support the commanders and make sure that commanders have the tools and materials to run an outpost. In some churches the counsel is responsible for approving awards and merits earned by the rangers and providing recognition to those boys. the counsel can be made up of deacons or elders or pretty much anyone else who is up to the task. members should be strong christians and willing to assist commanders in any and all ways needed
Thats basically what the book says. In reality, I've never seen a funtctioning outpost counsel. In my church, our outpost counsel consists of the commanders and the pastor. This works well for us because the commanders are also the deacons and board members and sunday school teachers, and worship leaders, and bus drivers, and so on and so forth. My point is that an outpost counsel is a great thing to have, if you have dedicated people to serve on it. In my case, we don't have that many people available so, as commanders, we pick up the slack and do our best for the boys and for the Lord. Hope this answered some of the questions.
