Based on my experience, this is how the Gold Medal of Achievement Review 
Board works in the Northern California & Nevada District.

When the District Commander receives the GMA application, he appoints a 
Chairman to schedule and conduct the review.  He typically asks the Division 
Commander to do it.  The Chairman receives a copy of the application and 
essay.  The review needs to be within 60 days.

The Chairman sends a letter to the young man receiving the GMA.  The letter 
notifies him of the time and place of the review.  Typically, a phone call 
precedes the letter to find a time and place convenient to the young man.

The Chairman asks two-four adults to serve on the review.  This can include 
Royal Rangers Leaders, pastors, and others interested in Royal Rangers.  
Typically, a couple Section Commanders and a Commander new to Royal Rangers 
serve.

The nature of the review less an examination than a review.  Some young men 
have had a misunderstanding of the required merits, or even ranks, required 
for the GMA award.  If we discover something that is incomplete, we give him 
a few weeks to complete it before reconvening the review board.

The review is much more relaxed than the typical Ranger-of-the-Year oral 
interview.  We ask a few light questions to confirm the boy did the work.  
We may ask him to review the requirements for a mandatory merit.  We may ask 
him to tell us about the award the was most challenging.  That sort of 
thing.

The yound man is told the District Commander will forward his application to 
the National Office and await notification of the award.  At that time the 
young man will be notified to schedule the presentation.  Typically, the 
District Commander will find or make an opening in his schedule to permit 
him to personally present the award.  We make it clear to the young man that 
no ceremony should be planned until they hear from the District Commander 
that the award has been approved by the National Office.

The Chairman sends the District Commander a recommendation that the GMA 
application be approved.  If a problem was found, he describes the problem 
and the action taken.
