Hi Commanders,
I'm brand new to this e-mail list and from what I can tell so
far, there are a lot of combined years of experience, wisdom and
knowledge about Rangers in this group.
I have submitted this for critique in the rangerleaders group,
and I want to get some feedback from you all as well. I'm almost ready to
take this Outpost 250 policies and procedures rough draft to our pastor
so we can hash out something we agree on as a standard for us here. So,
I'm open for criticism, or whatever. Thanks in advance for your
participation and I'm lookin' forward to future communication with you
all.

REGISTRATION FORMS
Membership records will be kept. On the registration form there
will be an acceptance clause. This will include an outline of the Code of
Conduct (Royal Ranger Code) and the penalties for not following it.
Outpost 250 will openly reserve the right to temporarily or permanently
expel a child for repeated and unrepentant disorderly conduct. Every
effort should be made to have both the signature of the boys and the
parent(s) on the registration form.
ADDRESSING OF COMMANDERS AND BOYS
Be courteous! Boys will address commanders as "commander.........",
"Brother or Sister.........", or "Mr. or Mrs......."
Commanders will not use intimidating or insulting names when
addressing the boys. Their given names are sufficient.
We will ask the boy if he would like to be called Ranger...... or
Brother..... or something else that is within reason.
PURCHASING OF ROYAL RANGER CLOTHES, MATERIALS, AWARDS, ETC.
Outpost 250 will provide all awards and one handbook per boy,
commander or Outpost Council member. We will also purchase patches as
they apply. (the new program will be a consideration in this)
All personal items for commanders and boys will be paid for in
advance within a marked envelope marked with the name of the individual,
the item desired, and the price. This will have to be given to the Senior
Commander or church secretary if ordered through the church office.
AWARDS
Commanders will present awards at Outpost meetings immediately after they
are earned. The Senior Commander should be advised when a boy endeavors
to earn awards so he will have enough time to have ordered and received
those awards ahead of time.
An Award Certificate should be prepared at time of
presentation, to be issued at the next Council of Achievement (awards
ceremony).
EVALUATION
Outpost 250 will maintain a high standard of
accountability. Therefore, we welcome and invite members of the Outpost
Council, and/or the Elder board to scheduled or random visits to any and
every Outpost meeting and activity for the purpose of evaluating our
efficiency of allotted time, effectiveness in ministry, level of order,
etc. A form will be provided to those who will evaluate us that will
include the above considerations, plus whatever else is deemed necessary.
ONE ON ONE SITUATIONS
Commanders should always try to avoid being alone with a boy
without adequate access to observance from others. Example: If a
Commander must speak privately to a boy, they should be in a hallway, or
a room with an open door. This will help avoid situations that could
arise concerning the accusation of false witnesses against a Commander.
DISCIPLINE
Commanders are encouraged to post class rules in each room such
as raise hands before speaking, hands and feet off of other's and other's
stuff, all six feet on the floor (chair & feet), when Commanders hand
goes up Rangers hands go over open mouths. Explain to them that when you
raise your hand it is your sign of respect to them. Invite them to
respect themselves. A quiet Commander shows the confidence he has in his
control over his class. The rules should be explained and openness to
suggestions on rules from the boys is encouraged. We are training
potential future Commanders, Pastors, etc..
Some other suggestions are to pull the young man aside after the
2nd offense, make sure he knows what he is doing wrong. Explain that you
have high expectations of him and that he can exceed those. Capitalize on
his strong points, things he does right. Pray blessings over his life.
Let him have a time of isolation to think things over and allow the rest
of the class to go on without further disturbance. A boy that is extra
difficult might be best off as the Commanders "shadow" or just plain
beside you for a short or extended time.
Some disciplinary procedures that are approved might be: Doing
flutter kicks. Making a chair. Or making a couch (highest position of
pushups). Taking away the time or thing to do that the offender most
enjoys.
Humiliation before others should be avoided as much as possible.
Capitalize on praise for the boys who are doing the right thing.
During times of discipline, Commanders will refrain from any
physical contact with boys, and only use methods that have been
previously approved by the Pastor and Senior Commander.
CAMP-OUTS
Camp-outs in a Royal Rangers program are like wheels on a car. We
can have an Outpost, and Oupost Meetings, but the most moving and
beneficial times of ministry can be on the Camp-outs.
Overnight camping will be limited to (suggestions on age?)
(traditionally, Pioneer age and up are allowed overnight unless
accompanied by Dads)
The Mens Ministry, and any Ranger Dad will always have an open
invitation to Ranger Camp-outs.
Young men are always invited with the understanding that Outpost
250 policy must be followed at all times.
The inviting of guests will be highly encouraged, but will be
limited if "guests" are obviously avoiding regular Outpost Meetings. If
necessary, policy
may be instituted such as "no camp-outs for members who have not been at
the previous three meetings", to discourage taking advantage of Ranger
Camp-out time without honest efforts to attend Outpost Meetings.
We will set a goal of one camp-out per month, preferably during
the fullest moon possible for visibility purposes. When possible, we will
attend sectional, district and national camp-outs.
During the heat of the summer, we will resort to alternatives,
such as fun nights and lock ins.
All camp-outs will be scheduled in accordance so as to not
interfere with church events that would potentially involve Commanders
and boys.
Day camps are encouraged for Straight Arrow and Buckaroo age.
Female Straight Arrow Commanders and Mom's will be allowed only
during visiting hours, which may include, but will not necessarily be
through Council Fire time. No overnight female campers in the vicinity.
The buddy system will be part of the camp-out routine for boys
who are separated from the group for an extended time and distance.
A First Aid kit will be a standard part of each camp setting.
CLEANLINESS
Commanders are encouraged to make sure the boys have their room
picked up and cleaned up before the Outpost meeting is dismissed. Patrol
guides who can stay a few minutes after class is an ideal arrangement.
PARENT RELEASE FORMS
Each boy must have a current Parent Release Form in place before
leaving the church property on any outing.
