If a Pioneer has earned the Mountain Man rank, can he start working on the
Trailblazer second class before he turns 12?
The handbook states "A Royal Ranger cannot work on the requirements of the next higher outpost gourp until he is eligible for that required age/grade level."
So your boy has a couple options: Has he also earned his Gold Track? If not, you may want to direct him toward that.
Or, you could shift him to the Transitional GMA plan that was released March 2001, so that he can immediately begin working toward his GMA by earning the merits that are needed for the GMA. This plan is laid out on the last page of http://www.royalrangers.ag.org/royal-rangers/brotransition.pdf, or you can look at the Transitional GMA application at http://www.royalrangers.ag.org/royal-rangers/application_GMAtransition.pdf for a list of the merits.
The national office also released a transitional advancement trail for Pioneers last week at National Council. With this new trail Pioneers can earn their Pioneers awards by earning merits rather than completing the requirements in the current Standard and Gold Track. The updated merit requirements for this transitional advancement trail, and the one for Trailblazers and Challengers, are located at http://www.royalrangers.ag.org/royal-rangers/merit_aaa.cfm. I don't see the list of merits required for the Pioneers transitional trail yet, but I'm sure that will be posted on the web site soon. Your sectional and district leaders who went to Springfield last week all received a brochure that lays out the transitional plan for Pioneers. They should be sharing that in their districts.
Oh, I forgot to add -- since he is working on Trailblazer advancements, can
be join FCF? He is 4 months from his 12th birthday.
The national RR web site (http://www.royalrangers.ag.org/royal-rangers/fcf.cfm) lists the requirements for membership in FCF. For a boy, they are:
Earn the Trailblazer First-Class rating
Earn the Advance Camping Award
Be recommended by his outpost for the position
Pass Phase I testing
Must be "called out" at a District Pow Wow Pass Phase II testing
Must be at least 12 years of age.
When the Trail of the Grizzly comes out next March (2003), then the age will drop to 11, and instead of earning the First Class rating and the Camping merit he will have to earn a series of eight different merits. But unfortunately for your boy, that age change happens next year, not this year.
