Yes, they can be purchased at any Boy Scout Office.  I believe that you can also get them from the main GPH Catalog.  If not, contact someone in your district who knows and has served on NTC Staffs.  They should also be able to put in contact with someone who has access to one.  If this does not help, contact me and I can get you one at my local Boy Scout office and send it to you.  It can be shipped for less than $1.00 I would think.
