a) the boys don't necessarily know the books of the bible in order;
b) anybody entering the program after the initial startup isn't going to know anything about year one, year two, year three and they wouldn't know where the 'start' was.
c) not everyone is going to teach the merits in the exact order as the leaders guide shows, so putting them in any order other than alphabetic would confuse everybody;
d) Adventure and Expedition Ranger boys need to make up all the DR merits and trying to find things in any order other than alphabetic would be a chore.
I am sure there other good reasons - those are just the ones I can come up with off the top of my head...

Has anyone noticed something odd about the Discovery Rangers new workbooks? It begins with year 2! Year one begins around page 120 with quarter 2.
The table of contents has it the way it is by Bible book, but not by year and quarter.
