The new year starts exactly at midnight (12:00:00 AM or 00:00:00 on the 
24-hour clock), January 1, 2000.
At that time, the 1900s have ended and the 2000s have started.
The official start of the next century and the next millennium is not until 
January 1, 2001. This is because there was never a year 0, but we went 
directly from 1 B. C. to 1 A. D. in this calendar. This gives us an excuse 
to party hardy two years in a row. (That is what was done with last 
century's rollover.) Who has more reason to celebrate than us Christians? 
We may do it differently (i. e. not inducing hangovers), but we have more 
joy. :-)

The real question is, if Jesus Christ came back RIGHT NOW, would you be 
READY? Jesus' return isn't pinned to any calendar rollover (and if it were, 
I'd watch the Hebrew calendar instead of our civil calendar). Rather, it is 
pinned to prophecy and the will of the Father. We are to be getting ready 
for Jesus' return and fulfilling the Great Commission until He comes. It 
may be years before He comes, but we are to live like He could come at any 
time -- because, in fact, He could. Go to bed ready for Jesus to come. Wake 
up ready for Jesus to come. Live each day ready for Jesus to come.
