Maybe both or neither. What do you mean by "bless?"
If you mean encouragement, then the license maker does not fit.
If you mean providing things to spice up the presentation, or promotion, of
the outpost, then it fits. I will use the Outpost 34 Pennsylvania license
plate in our outpost's promotional material. I will use the SWS Section
plate for the same reasons. In both cases it adds to the "improving the
impact of this ministry/program."
