How ironic that you would ask how to tell someone of a communication problem -
that in itself speaks loads about the problem -- maybe it's not communication
but unapproachability (or the perception of).  I have found the direct but
tactful approach is best - one on one (don't gang up on him).  If that isn't
comfortable maybe speak to the pastor or other individual who is in authority
over the senior commander.
