In my outpost, I have a "Pocket Knife Card" which we issue after a one
night course, followed the next week with a test.  They are to carry the
card anytime they want to use or take a pocket knife out of their pocket,
if any commander at anytime, Royal Rangers or not, sees misuse of a knife
we cut a corner, if they are not carring the card, we take the knife,
till they bring the card and we can then cut a corner off.  We make
everybody retake the course yearly.  Parents really like our system and
back us up.

I went to this system as a stepping stone to the cut and chop card.  I
did not want some of the younger Pioneers handling an ax or sheath knife.
