As for uniform inspections and activities, they are to have the long sleeve shirts for activities outside the outpost.(sectional and district) Unofficially, we call the short sleeve shirt a class B- (minus) meaning no sleeves. This is the ruling for us, but everyone else's District may be different. Reminder: a class A tie should not be worn with a class B- shirt! It is tacky.
