[RR] Council of Achievement

Y'all

                        Just a question I have, on the 
council of achievement.  Can one wear a necktie with a 
short sleeve?  We are having a council of achievement 
on the 21st, and my Sr. Commander told us.  That for 
coa that he want cmdrs wearing neckties.
